International collaboration

In January 2014, the World Health Organization appointed the Federal Research Institute for Health Organization and Informatics as a Collaborating Center for Healthcare Systems and Public Health (WHO CC HSPH). During this period, the main activities of the Center were as follows: contributing to implementation of European Action Plan for Strengthening Public Health Capacities and Services  (EAP) through leadership of the WHO European Region working group for health promotion,  participation in joint researches, systematization, dissemination and  implementation of research results in the countries of WHO European Region; assistance and coordination of joint activity in implementation of EAP within the frames of the thematic network for cooperation of the CIS countries in public health; supporting the activity of WHO Regional Office for Europe in strengthening public health resources in CIS countries in WHO European region; and others.

In July 2014, the World Health Organization (WHO) designated the Institute as the WHO Collaborating Centre for Health Statistics and Analysis (WHO CC HSA). Until July 2018, its scope of work included assistance to WHO in preparing information on mortality and morbidity among the Russian population, analysis of trends in health of the Russian population, life expectancy forecast and assessment. The parties also participated in joint studies organized under the leadership of WHO in the European Region to analyze reliability of coding of causes of death in Russia and in the CIS countries. An important objective of the Collaborating center was to promote dissemination of research results on the coding of causes of death, to conduct specialized training (with support of WHO) in rules for coding causes of death using the developed information technologies, as well as to develop tools for health data analysis and interpretation in line with the international classifications.

The WHO Documentation Centre based on Central Public Health Research Institute of the Ministry of Health of Russia was established in 1994 by the Order of the Ministry of Health No.124 of June 22, 1994. The goal of the WHO documentation centre is collection and disseminating the information provided by the WHO Regional Office for Europe among as widely as possible within the territory of Russia, including decision makers. WHO Documentation centres were created in an every WHO European Region country.

The Institute is implementing research and practical activities to prevent harmful effects of alcohol consumption with active international participation. Coordination of the research and public activities in this direction is carried out under the leadership of the International Coordination Council on prevention of alcohol-related harms and Fetal Alcohol Syndrome, established at the Institute.

The Northern Dimension Partnership in Public Health and Social Well-being (NDPHS) was formally established at a ministerial-level meeting on 27 October 2003, in Oslo, Norway. The Northern Dimension Partnership in Public Health and Social Well-being is a cooperative effort of ten governments, the European Commission and eight international organisations to improve public health and social well-being in region of the "Northern Dimension".
