Cooperation with the World Health Organization

The Russian Research Institute of Health plays a key role in supporting national engagement with WHO, contributing to international health dialogue, data systems, and evidence-based policymaking.

WHO Collaborating Centres and Institutional Role

The Russian Research Institute of Health is the only institution in Russia hosting two WHO Collaborating Centres:

  1. WHO Collaborating Centre on Health Information Systems, Health Statistics and Analysis, under WHO’s reference number RUS-122
  2. WHO Collaborating Centre for Workforce Development, under WHOs reference number RUS-132

These centres support WHO’s global programmes through research, methodological development, and capacity building.

Since 1994, the WHO Documentation Centre has operated within the Institute in close collaboration with WHO, providing access to key resources and supporting ongoing cooperation.

 Engagement in WHO Governing Bodies

In preparation for meetings of WHO governing bodies—including the World Health Assembly, the Executive Board, and the Regional Committee for Europe—the Institute provides comprehensive analytical and organizational support to the Russian Ministry of Health.

This includes:

  • Review and analysis of official WHO documentation
  • Preparation of analytical materials and draft statements for the national delegation
  • Participation in sessions and real-time monitoring of discussions
  • Updating delegation positions in line with evolving negotiations
  • Preparation of final reports and policy summaries

Data, Analytics, and Technical Contributions

The Institute contributes to WHO’s global knowledge base through:

  • Preparation and submission of national statistical data on public health and healthcare systems
  • Completion of WHO questionnaires and technical reporting across priority health areas
  • Harmonization and alignment of national health indicators with international standards

Experts from the Institute serve as national coordinators in key WHO data collection and monitoring initiatives, including:

  • Digital transformation of health systems
  • Implementation of the One Health approach
  • Monitoring of Sustainable Development Goal (SDG) indicators, including noncommunicable diseases and universal health coverage
