CIS Network of Institutes Discusses Framework for 2026–2027 Population Health Strategy

On March 28, 2025, the Commonwealth of Independent States (CIS) Network of Institutes for Public Health and Healthcare Digital Transformation convened to deliberate on the forthcoming Action Plan for the "Population Health Strategy of the CIS Member States" for 2026–2027.

Representatives from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan participated in the meeting, held under Tajikistan's chairmanship of the CIS Health Cooperation Council and the Network of Institutes in 2025. The session was chaired by Gafur Mukhsinzoda, First Deputy Minister of Health and Social Protection of the Republic of Tajikistan.

Participants reviewed preliminary outcomes of the 2024–2025 Action Plan and discussed foundational approaches for the 2026–2027 phase. Key areas of focus included the coordination of efforts to enhance public health, strengthen primary healthcare, advance digitalization of health systems, prevent non-communicable diseases, and bolster the capacity of healthcare management and personnel.

Emphasis was placed on the necessity of completing current initiatives by the end of 2025 and aligning benchmarks for the upcoming cooperation phase. The Network members underscored the importance of a comprehensive approach in formulating the next Action Plan, taking into account both national priorities and interstate objectives within the Commonwealth.

The next meeting of the Network is scheduled for April 23, 2025, with a focus on patient-centered healthcare as a strategic direction for the development of national health systems.
