Advisor to RIH Director participated in the meeting of the Expert Council on Healthcare under the IPA CIS

The topic of the meeting was industrial medicine development in the Commonwealth.

Farit Kadyrov, Advisor to RIH Director, took part in the meeting of the Expert Council on Healthcare under the CIS Inter-Parliamentary Assembly.

The meeting entitled "Industrial medicine development – state and business area of responsibility" was held on March 31 in St. Petersburg.

As Farit Kadyrov noted, today it is necessary to improve the regulatory and legal framework for telemedicine services provision in the CIS - in particular, to simplify the licensing procedure. This measure would allow a ship doctor on board to use in his work the entire wide range of diagnostic equipment currently produced, including mobile equipment.

At the same time, the use of any new technology requires specialist’s training, so training on telemedicine technologies use in different aspects – legal, technological, clinical – is necessary. In addition, according to Farit Kadyrov, it is important to include in the list of professional standards for healthcare professionals the requirements for mastering the skills and abilities of using telemedicine technologies. At the moment there are no such requirements in any of professional standards issued by the Ministry of Labor of the Russian Federation.

We would like to recall that the Expert Council on Health Care under the CIS Inter-Parliamentary Assembly was established to improve the model legislative framework in the field of healthcare, maternal and child healthcare, as well as sanitation and hygiene. The Expert Council aims to promote medical science development, raise the level of medical and pharmaceutical education and improve health insurance organization in the Commonwealth countries.

In addition, the Expert Council participants deal with issues of ecological safety and favorable environment, healthy lifestyle formation, physical culture and sports development, tourism, functioning of therapeutic and recreational areas and resorts.
