The Approbation Council of the Institute (AC) is a key link before the defense of the dissertation: it evaluates the degree of readiness of the applicant’s work for a scientific degree and decides on admission to defense. In the course of approbation, members of the AC, other researchers and specialists of the Institute identify shortcomings in the work, give recommendations for their correction, thereby ensuring a high level of defended dissertations.

The Dissertation Council was established in 1991. The Council holds meetings to defend dissertations for the degree of Doctor of Medical Sciences and Candidate of Medical Sciences (PhD) in the specialty "Public Health and Health Care".

The commission was created in accordance with the active regulations  in Russia governing the procedure for attaching people to prepare a dissertation for the degree of candidate of sciences without mastering the programs for training scientific and pedagogical personnel in graduate school and for preparing a dissertation for the degree of doctor of sciences based on the results of independently conducted research.

Комитет проводит этическую экспертизу социологических исследований в области организации и управления здравоохранением. Он следит, чтобы были соблюдены этические правила и нормы при подготовке и проведении исследований. Цели комитета – защищать права и интересы привлеченных к исследованию респондентов и самих исследователей, проводить экспертизу соблюдения прав человека в отношении респондентов и самих исследователей, соблюдать и распространять этические нормы в научно-исследовательских работах.

The Department conducts researches in developing organizational technologies that increase the healthcare system efficiency at the federal and regional levels.

The department conducts a comprehensive socio-hygienic study of the health status of the population, taking into account the causes and factors that shape it.

The department provides structural units of the Institute with printed materials, produces and circulates publications: reprints, books, brochures, as well as other educational, scientific, reference literature, which provides the educational and scientific process. It controls the distribution of obligatory copies.

The Office analyses mortality, morbidity, negative social consequences associated with harmful use of alcohol, tobacco and other behavioral risk factors. It also explores the effectiveness of public policy measures in the field of public health, demography, healthy longevity.
