Regulatory service

The Regulatory Service is engaged in updating regulatory and reference information (RRI), synchronization and development of objects for use in medical information systems of medical organizations (MIS MO), regional and federal segments of the Unified State Health Information System (EGISZ).

The Service forms structured electronic medical documents (SEMD) for electronic medical documentation of the Ministry of Health of the Russian Federation, and is responsible for the RRI structural and object modernization for use in MIS MO and  EGISZ regional and federal segments, as well as the RRI functional and regulatory updates.

Functioning of the following three centers is also among the major scope of work of the Department: Centre for maintenance and management of the RRI object identification of the Ministry of Health of the Russian Federation, Centre for mortality coding of the Federal register of the deceased of the Unified State Health Information System, and Center for ICD-11 adaptation and dissemination in Russia.

Regulatory service of the RRI Federal Register of the Ministry of Health of the Russian Federation

is a specialized department that ensures performance of the Federal Research Institute for Health Organization and Informatics of Ministry of Health of the Russian Federation in the  capacity of the authorized organization of the Ministry of Health of the Russian Federation in the field of regulatory and reference information through realizing its authority to develop and maintain classifiers, reference books and other RRI objects, and address related tasks to develop and update unified terminology  in health.

Website of regulatory and reference information is the official resource of the RRI Federal Register of the Ministry of Health of the Russian Federation (https://nsi.rosminzdrav.ru).

The RRI website contains about 1,200 unique objects (5,500 versions), forming a total array of about 400 million records with over 2 million records being current.

Work of the Regulatory Service staff is an integral part of a 10-year development of the RRI system in the Russian healthcare, which includes a combination of organizational, practical, methodological, regulatory, technological and other solutions. Generalization of experience and consolidation of the developed principles and approaches make it possible to formulate priorities in developing regulatory and reference environment and create basis for effective and adequate planning.

RRI Federal Register Division is tasked with creating objects of regulatory and reference information including development of both reference books and related objects, as well as generation of specialized profiles based on RRI objects, mapping objects and building links to implement artificial intelligence technologies and support medical and management decisions.

RRI structural and object modernization for use in MIS MO and EGISZ regional and federal segments
Activities on structural and object modernization of the RRI objects include structural modernization (making changes to the structure of the existing RRI objects) and object updates (changing and updating entries of the existing RRI objects) with due regard to changes in regulatory and legal acts, development of information systems and health digitalization in general. The work is based on a close cooperation between the Regulatory Service and professional expert and scientific community.

RRI functional and regulatory modernization for use in MIS MO and EGISZ regional and federal segments
Functional and regulatory modernization of the RRI objects is carried out by the Division of the RRI Federal Register Regulatory Support and includes functional modernization  - changes in the status and procedure for the RRI object application (use), as well as regulatory support – updating Passports and verification of the RRI objects in line with the established deadlines.

Center for maintenance and management of the object identification of the Ministry of Health of the Russian Federation

Performance of the Center for maintenance and management of the object identification of the Ministry of Health of the Russian Federation involves execution of management functions; administration (including registration); operation (including a complete list of operations associated with maintenance, entry  of information and provision of access) with regard to object IDs of  the unique root  identifier of the Ministry of Health of the Russian Federation (the tree root of the Ministry of Health) 1.2.643.5.1.13, as well as methodical and methodological support for this activity.

Center for ICD-11 adaptation and dissemination in Russia

Work of the Center for ICD-11 adaptation and dissemination in Russia is focused on practical transition to ICD-11 in line with the decisions adopted by the 72nd Session of the World Health Assembly, including development of the Russian-language version of ICD-11 and its dissemination countrywide as well as within the European region (including in the interest of the Commonwealth of Independent States).

The Centre's activities are based on the credentials of the Federal Research Institute for Health Organization and Informatics as the Basic organization of public health and health informatics in CIS and WHO Collaborating center for health systems and public health.
